What is a public Observatory?

A Public Health Observatory (PHO) can be thought of as a platform for providing unique health intelligence for a specific population. The World Health Organization identifies the primary purposes of PHOs as “monitoring health situations and trends, including assessing progress toward agreed-upon health-related targets; producing and sharing evidence; and, supporting the use of such evidence for policy and decision making (Source)

Who we are

Participatory Urban Living for Sustainable Environments (PULSE) is an international project funded by the European Commission (as a part of Horizon 2020) to undertake research and innovation in cities in Europe, the United States and Asia. The three-year project started in 2016. The PULSE project currently spans seven cities across the globe and aims to engage a range of stakeholders, including citizens, to address asthma and type 2 diabetes. Specifically, the goal of this project is to utilize multiple data sources to examine how physical activity and individual health is impacted by the neighbourhood in which one lives, and to connect community health to data from air quality sensors.

Why a Public Health Observatory?

For the purposes of the PULSE project, we propose to create a PHO to function as a unique point of access to the PULSE technology for people inside and outside of the project consortium. We hope to create a platform that is user friendly, simple, and straightforward so that it can be easily navigated by lay persons that are interested in learning about and/or participating in the PULSE project. We also hope that our website will target policymakers, clinicians, as well as leaders in other cities. This way, we will be able to reach the widest possible audience. Wp8 proposes to create a PHO to publish content and share experiences of the project. The PHO also aims to give users and PHO organizations of the PULSE project access to the Pulsair app, dashboards, and maps. The public space of the observatory will be designed with the intent of collecting the interests of other stakeholders and cities around the world. The PHO will manage information gathered through the PULSE technology (risk models and data from air quality sensors and mobile app) and from other external sources available in the test beds.

Conceptual framework

The PHO is a tool that we hope will represent the Health in All Policies (HiAP) framework. HiAP is a cross-sectoral approach to public policy that systematically takes into account the health implications of decisions, seeks synergies, and avoids harmful health impacts in order to improve population health and health equity. As a concept, it reflects the principles of: legitimacy, accountability, transparency and access to information, participation, sustainability, and collaboration across sectors and levels of government. As such, a broader goal is for the PHO to be used to help decision makers consider health when implementing policy of any kind.
